Planning a funeral is already one of the most emotionally challenging things a family can face. The last thing anyone needs is to discover that the price they were quoted doesn't reflect the actual cost — that essential services were left out, or that fees they assumed were included start appearing one by one as they move through the process.

Unfortunately, this practice — known as drip pricing — has been a persistent issue in the funeral industry. Understanding how it works, what to watch for, and what questions to ask can help protect your family from unexpected costs during an already difficult time.

What Is Drip Pricing?

Drip pricing is a tactic where a business advertises a low initial price for a product or service, then gradually adds mandatory fees and charges as the customer moves further into the purchasing process. By the time you reach the final bill, the total can be significantly higher than what was first quoted.

In the funeral industry, this can look like:

A cremation package advertised at a low price that doesn't include transportation of the deceased, the cremation container, or death certificate fees — all of which are essential and unavoidable.

A casket offered at an appealing price point, with the burial plot, grave liner, and opening and closing fees all charged separately and never mentioned upfront.

A memorial service promoted as affordable, with add-on charges for items like programs, guest books, or even the use of the facility itself.

The result is that the number families see in an advertisement or on a website bears little resemblance to the amount they end up paying. For families already managing grief, these surprises can feel like a betrayal of trust.

How Common Is This in the Funeral Industry?

More common than it should be. Historically, the funeral industry has not been known for pricing transparency. Many funeral homes don't publish their prices online at all, making it difficult for families to compare options or know what to expect before walking through the door.

While regulations like the federal Funeral Rule in the United States require itemised price disclosure, enforcement has been inconsistent. In Canada, provincial regulations govern funeral home pricing practices, and the degree of transparency required varies. Some funeral homes are forthcoming about their costs; others rely on families not knowing the right questions to ask.

Canadian Law Is Catching Up

The good news is that Canada has taken significant steps to address drip pricing across all industries — and those protections apply to funeral services, too.

In June 2022, amendments to the federal Competition Act introduced specific civil and criminal provisions targeting drip pricing. These provisions make it illegal to advertise a price that isn't attainable due to mandatory fees or charges that aren't disclosed upfront.

The law was strengthened further in June 2024 under Bill C-59, which clarified that the only fees a business can exclude from an advertised price are those imposed directly on the purchaser by federal or provincial legislation — essentially, sales taxes. Everything else must be included in the price as displayed.

Enforcement has been active. In September 2024, the Competition Tribunal ordered Cineplex to pay a $38.9 million penalty for drip pricing practices related to undisclosed online booking fees — a landmark case that sent a clear signal across industries. The Competition Bureau has also pursued enforcement actions against ticket sellers, subscription services, and other sectors.

As of June 2025, private parties can also bring drip pricing claims before the Competition Tribunal, further expanding the tools available to hold businesses accountable.

For families planning a funeral, this means that transparent, all-inclusive pricing isn't just good practice — it's the law.

Questions to Ask Any Funeral Provider

Whether you're arranging services for an immediate need or planning ahead, asking the right questions upfront is one of the best ways to protect yourself:

"Is this the total cost, or are there additional fees?" This is the most important question you can ask. A trustworthy provider will give you a clear, complete answer without hedging.

"Can I see an itemised breakdown of everything that's included?" You should know exactly what you're paying for — and what you're not. If a provider is reluctant to put this in writing, that's a red flag.

"Are there any required services or products not included in this price?" Some costs — like transportation of the deceased, or a cremation container — are unavoidable. If they're not included in the quoted price, you need to know that before you commit.

"What is your policy on changes or cancellations?" Life is unpredictable. Understanding refund and modification policies ahead of time helps avoid conflict later.

"Is there anything else I should know about before I make a decision?" A good funeral director will welcome this question and use it as an opportunity to make sure you have the full picture.
